Conveyancing in St Albans.

St Albans was subdivided in 1886 and built out on post-war migration, but the two things that most often decide a purchase here are newer than the houses. An Environmental Audit Overlay went over the closed Sunshine Landfills on 21 September 2022, and Melbourne Water published draft stormwater flood maps for Brimbank in July 2026 that are expected to drive new overlays from 2027.

About St Albans

Alfrieda Street is the shopping strip and fresh produce precinct, with Main Road East and Main Road West crossing the Sunbury line at the station. The Main Road and Furlong Road level crossings were removed by lowering the rail into a trench, with the boom gates gone on 10 November 2016, Main Road reopened later that month and the St Albans and Ginifer stations rebuilt. Sunshine Hospital sits on Furlong Road, with the Joan Kirner Women's and Children's Hospital opened in May 2019, and Victoria University has its St Albans campus here. Kororoit Creek and its wetlands run down the western side of the suburb.

What the market here means for your contract

At the 2021 Census, 74.5% of St Albans' occupied dwellings were separate houses, 15.9% were townhouses and 9.1% were flats or apartments. The population was 38,042 with a median age of 36, 36.2% of homes were rented, and 77.4% of households used a language other than English, most often Vietnamese.

The practical effect is a suburb of 1950s to 1980s houses being steadily subdivided. A one-in-six townhouse share in a fully built-out suburb means owners corporations over shared driveways, work done without permits, and recent building permits that have to be disclosed. It also means a real need to have the contract explained in the buyer's own language before anyone signs.

The Sunshine Landfills audit overlay

Amendment C212brim, gazetted on 21 September 2022, applied an Environmental Audit Overlay over the closed Sunshine Landfills, affecting St Albans properties in Denton Avenue, Karen Place and Toora Court along with land in Albion. The landfills operated from the 1960s to the 1980s and landfill gas is the concern. Where the overlay applies, a sensitive use, which in practice includes a new dwelling or an extension, cannot proceed until a preliminary risk screen or an audit statement is issued under the Environment Protection Act 2017. That stops a knock-down rebuild until the assessment is done.

A flood remap expected in 2027

Melbourne Water published draft stormwater flood maps for Brimbank on 9 July 2026, flagging about 11,820 properties across the municipality, with consultation closed on 9 September 2026 and final maps expected in early 2027. Melbourne Water will then seek a planning scheme amendment to introduce new flood overlays replacing older Special Building Overlay data. The drafts change no planning control yet, and a property clear on today's certificate can be caught by that amendment. Land along Kororoit Creek already carries flood overlays.

Activity centre zoning and a parking overlay

St Albans is a major activity centre of about 144 hectares along the rail corridor, with Residential Growth Zone sites and a structure plan last updated in 2015. Amendment C216brim applied a Parking Overlay to commercial and mixed use land in the centre, gazetted on 14 April 2023, and a Public Acquisition Overlay applies to several Collins Street properties for car parking. A house near Alfrieda Street or Main Road may be development land, or may be earmarked for acquisition. The planning certificate is where you find out which.

Infill subdivision on older titles

Rear units and new townhouses on 1950s to 1980s lots usually come with common property, a shared driveway, easements and a small owners corporation. Ask for the section 151 owners corporation certificate, the building permits and any warranty insurance for works in the last seven years, and read the parent title for a covenant. A covenant created before 25 June 1991 is subject to the section 60(5) test, under which a permit cannot be granted if a benefiting owner objects or may suffer detriment of any kind.

Two amendments still in the pipeline

Amendment C219brim, which would update heritage overlays across Brimbank, was exhibited in September and October 2025 and referred to a planning panel in November 2025. Amendment C239brim, the housing and neighbourhood character strategy, was submitted for authorisation in July 2024 and was still awaiting a decision as at June 2025. Neither is in force. If you are buying for development potential, price the controls that apply now and treat both as risks to that plan rather than features of it.
