About Truganina
Sayers Road, Leakes Road, Dohertys Road and Boundary Road run east to west; Morris Road, Woods Road, Palmers Road and Hopkins Road run north to south. There is no station in the suburb. Williams Landing and Tarneit are the nearest, and a Truganina station site has been reserved on the regional rail corridor since the 2014 precinct plan, with planning works announced in October 2022 and no construction date. Truganina Central opened at Woods Road in 2024, opposite the station reserve. Truganina Cemetery on Woods Road is managed by the Greater Metropolitan Cemeteries Trust, Skeleton Creek runs down the western side, and the Truganina Employment Area along the south is planned for 10,000 to 15,000 jobs.
What the market here means for your contract
At the 2021 Census, 90.7% of Truganina's occupied dwellings were separate houses, 9.0% were townhouses and 0.2% were flats or apartments. The population was 36,305 with a median age of 30. The suburb covers roughly 65 square kilometres, from the Western Highway down to Williams Landing.
The practical effect is that Truganina buyers are checking new estate titles under four different precinct plans: Truganina (2014), Truganina South (2011) and Truganina Employment (2009) on the Wyndham side, and Mt Atkinson and Tarneit Plains (2017) on the Melton side. The contributions overlay, the zone schedule and the rates notice all change depending on which one the lot is in.

Two councils, two planning schemes
Land north of Boundary Road, including the Mt Atkinson estate, is in the City of Melton under the Melton Planning Scheme with Infrastructure Contributions Plan Overlay Schedule 3. Land south of it is in the City of Wyndham under the Wyndham Planning Scheme with Urban Growth Zone Schedule 10 and Development Contributions Plan Overlay Schedule 13. The planning certificate, the rates notice and the levy regime differ by side. Confirm which council issued the certificate in the Section 32 before you read anything else.
GAIC on the title
Both Wyndham and Melton are Growth Areas Infrastructure Contribution municipalities. Liability is triggered by the first of a dutiable transaction, a statement of compliance or a building permit application, and the Registrar records it on title. On a titled estate lot the developer has usually triggered and paid or deferred it, but a recording can remain. Check the title search for a GAIC recording and the Section 32 for the State Revenue Office certificate.
The levy that lands at building approval
Under the Wyndham North Development Contributions Plan, which covers the Truganina precinct, the development infrastructure levy is paid at subdivision but the community infrastructure levy is paid at building approval. On a vacant titled lot or a split land-and-build contract, that can be the buyer's cost. On the Melton side the Mt Atkinson and Tarneit Plains Infrastructure Contributions Plan applies instead, gazetted 6 February 2020. Confirm what has been paid and by whom.
Quarry and landfill buffers on the Melton side
The Boral basalt quarry on Hopkins Road and the Melbourne Regional Landfill at Ravenhall both carry buffers into the Mt Atkinson and Tarneit Plains precinct. Evidence to the 2016 planning panel described a 500 metre sensitive-use buffer and a blast buffer around the quarry, and a landfill gas migration zone across about 40 hectares of precinct land. Check the Planning Property Report for special use zoning, buffer notations and any section 173 agreement or environmental audit condition on lots in the north-west of the suburb.
Small lots, building envelopes and design panels
Urban Growth Zone Schedule 10 removes the permit requirement for a single dwelling on a lot under 300 square metres only where an approved building envelope exists and the Small Lot Housing Code is met. Estate guidelines, such as Westbrook's Design Review Panel approval before a building permit, sit alongside the title restrictions. Later stages at Elements and Mt Atkinson are still selling, which raises unregistered plan and sunset date questions on off-the-plan lots.

Which council is Truganina in?
Both. Most of Truganina, south of Boundary Road, is the City of Wyndham. The northern part, including the Mt Atkinson estate towards the Western Highway, is the City of Melton. The two councils run different planning schemes and different infrastructure levies, so the first thing to check in a Truganina Section 32 is which council issued the planning certificate.
Who supplies water to Truganina?
Greater Western Water. Its service area covers the whole of both the Wyndham and Melton council areas, so the retailer is the same on either side of the council boundary. Greater Western Water sets the water and sewerage adjustment at settlement.
Does Truganina have a train station?
No. Williams Landing and Tarneit are the nearest, along with Hoppers Crossing on the Werribee line. A Truganina station site has been reserved on the regional rail corridor since the 2014 precinct plan, and the state announced planning works for it in October 2022, but there is no construction date. Truganina Central at Woods Road sits opposite the reserve.
