About Essendon

Mount Alexander Road and Keilor Road carry the number 59 tram into the city, and Essendon, Glenbervie and Strathmore stations sit on the Craigieburn line. Buckley Street now passes under the rail line rather than across it. The Maribyrnong River Trail runs the south-western edge and the Moonee Ponds Creek Trail the east and north, with older housing running back from Napier Street and Raleigh Street. 

What the market here means for your contract

At the 2021 Census, 47.2% of Essendon's occupied dwellings were separate houses, 19.6% were semi-detached, row or terrace houses and townhouses, and 33.0% were flats or apartments. The apartment share sits well above the Victorian figure of 12.1%.

Two very different transactions sit inside the one suburb. Apartment purchases turn on the owners corporation certificate, the maintenance fund, any special levy and the building's combustible cladding rectification status. House purchases turn on heritage and neighbourhood character controls, which in Essendon reach further than most buyers expect.

Greater Western Water, not Yarra Valley Water

Essendon is in the City of Moonee Valley, which sits within Greater Western Water's service area. Suburbs a few kilometres east in Merri-bek and Darebin are serviced by Yarra Valley Water instead. The water rates adjustment at settlement and the water information statement in the vendor's disclosure must come from the correct retailer. Check which one appears on the Section 32. 

Heritage controls widened in December 2021

Moonee Valley Amendment C200moon came into effect on 10 December 2021, applying the Heritage Overlay to 57 heritage places, nine extended precincts, 17 new precincts and one serial listing across the municipality. Essendon was among the most affected suburbs, and interim controls were replaced with permanent protection. If a property's heritage position was last checked before that date, the answer may have changed. Confirm it from a current planning certificate. 

A character overlay is not a heritage overlay

Moonee Valley applies a Neighbourhood Character Overlay to specific highly intact streets, introduced through Amendments C128 and C136 after the 2012 Neighbourhood Character Study. It is a separate control to the Heritage Overlay and it is frequently missed, because buyers scan the certificate for heritage and stop there. A character overlay can require a permit even where a house has no heritage significance at all. 

Flood controls along the Maribyrnong

Moonee Valley's flooding overlays were updated through Amendment C151, approved in July 2016. After the October 2022 Maribyrnong flood, Amendment GC236 applied an interim Land Subject to Inundation Overlay in the Maribyrnong catchment, affecting 74 properties in Moonee Valley. A flood control affects permits, referral, insurance availability and premiums, so check the planning certificate rather than the marketing material. 

Apartment stock and owners corporation risk

With around a third of Essendon dwellings being flats or apartments, a large share of transactions here are owners corporation purchases. The certificate, the minutes, the maintenance fund balance, any special levy and the status of combustible cladding rectification are the substance of the review. Ask for the last two years of minutes, not just the certificate.

No. Essendon is in the City of Moonee Valley, which falls within Greater Western Water's service area. Yarra Valley Water covers the Merri-bek and Darebin suburbs further east, so the two get confused when suburbs are grouped together as Melbourne's north. The correct retailer matters because its rates are apportioned at settlement and its information statement forms part of the vendor's disclosure. 

Which council covers Essendon?

The City of Moonee Valley. Essendon is not in Merri-bek or Darebin, despite often being grouped with Melbourne's northern suburbs. That determines which planning scheme applies to the property, which council issues the rates, and which amendments and overlays you need to check. 

Does my Essendon house have heritage controls?

It may, and more Essendon properties do than did a few years ago.
