About Hoppers Crossing
The Princes Highway, Old Geelong Road, Heaths Road, Derrimut Road and Morris Road carry most of the traffic, with the Princes Freeway to the south-east and Forsyth Road on the eastern edge. Hoppers Crossing station opened on the Werribee line in 1970. The Old Geelong Road level crossing was removed in December 2021 with a road bridge over the line connecting Old Geelong Road to the Princes Highway, and a new station pedestrian and cyclist overpass opened in February 2022. Pacific Werribee, which opened as Werribee Plaza in 1985, trades on the corner of Derrimut and Heaths Roads with about 109,000 square metres of floor space. Skeleton Creek runs along the eastern edge and the Federation Trail crosses the suburb.
What the market here means for your contract
At the 2021 Census, 84.7% of Hoppers Crossing's occupied dwellings were separate houses, 7.8% were townhouses and 7.3% were flats or apartments. The population was 37,216 with a median age of 37, and 33.9% of homes were owned outright, a far older tenure profile than the growth suburbs to the north.
The practical effect is that this is a resale and infill market rather than a house-and-land one. You are reading an established title with a possible 1960s to 1980s covenant, a rear-unit plan of subdivision with common property, or a townhouse on a former single block, not an Urban Growth Zone schedule and an infrastructure levy.

A GAIC recording that should not be there
The growth areas infrastructure contribution reaches land brought inside the urban growth boundary from 2005 and zoned Urban Growth Zone. Hoppers Crossing was urbanised decades earlier, so an ordinary established residential title here should carry no GAIC recording, even though Wyndham is one of the seven contribution area councils. Buyers and agents moving across from Tarneit and Truganina often assume otherwise. Confirm on the Planning Property Report rather than by suburb.
Skeleton Creek and a flood map still being rebuilt
Council's 2018 Wyndham Flood Management Plan rates the Princes Freeway and Skeleton Creek crossing as high severity riverine flooding, and states that areas of conflict exist between modelled flood extents and the planning overlays, with modelled extents falling inside residential zones. Melbourne Water and council ran engagement in August 2024, with new overlays to follow by a planning scheme amendment that has no number or date yet. For a property on the Morris Road or Forsyth Road side, ask Melbourne Water for a property flood level certificate.
The industrial precinct on the northern side
The Hoppers Crossing industrial precinct, north of the Princes Freeway and west of Forsyth Road, covers about 154 hectares and was confirmed as a regionally significant industrial precinct by Amendment C267wynd, gazetted on 12 December 2025. It mixes industry, car yards and bulky goods retail, and council itself names dust and amenity as interface issues. Any former industrial or fuel retail site converted to housing should show an Environmental Audit Overlay, or an audit or preliminary risk screen statement, in the Section 32.
Old covenants against new subdivision plans
With 7.8% townhouses and 7.3% flats on a 1963 to 1990s base, dual occupancy and rear-unit development is common. Original subdivisions of that era often carry covenants requiring a single dwelling or particular materials. A covenant created before 25 June 1991 is subject to the section 60(5) test, and a permit cannot be granted where a benefiting owner objects or may suffer detriment. Read the parent title and plan, and on a rear unit check the common property, the shared driveway easements and whether the plan is registered.
Level crossing works around the station precinct
The Old Geelong Road crossing was removed in December 2021 under Clause 52.03 rather than by a site-specific amendment, with a road bridge connecting Old Geelong Road to the Princes Highway and a new station overpass in February 2022. Properties near the works can carry residual project easements or partial acquisitions, and the road bridge is a permanent change to outlook and noise. Check the title and the notices section of the Section 32.

Hoppers Crossing sits wholly in the City of Wyndham and the Wyndham Planning Scheme, and council counts it as one of the municipality's three main centres alongside Werribee and Point Cook. Note that postcode 3029 is shared with Tarneit and Truganina, which sit under a very different planning framework.
Does GAIC apply to a house in Hoppers Crossing?
