About Wyndham Vale
Ballan Road is the arterial running north-west towards Bacchus Marsh, with Manor Lakes Boulevard, Ison Road, Greens Road and Heaths Road carrying local traffic. Wyndham Vale station opened on the Regional Rail Link in June 2015 with roughly 600 car spaces, and V/Line Geelong services run from it to Southern Cross; from September 2026 West Tarneit is the station before it. Manor Lakes Central trades at 455 Ballan Road. Lollypop Creek rises in the suburb and runs south past Lake Gladman and Wyndham Vale Reserve towards the Western Treatment Plant, with the Werribee River on the eastern side and Presidents Park on McGrath Road.
What the market here means for your contract
At the 2021 Census, 95.8% of Wyndham Vale's occupied dwellings were separate houses, 4.1% were townhouses and 0.2% were flats or apartments. The population was 20,518 with a median age of 31, and the average dwelling had 3.5 bedrooms. Council recorded household growth of 38% between 2016 and 2021.
The practical effect is that nearly every sale here is estate land. Subdivision began around Iramoo Primary in the early 1980s, but the population went from 7,493 in 2001 to 20,518 in 2021, so most contracts involve a plan of subdivision, a design review panel and a contributions overlay rather than an older suburban title.

Two precinct plans, two levies
The Ballan Road Precinct Structure Plan, gazetted on 17 July 2014 under Amendment C171 and updated by C262wynd on 22 February 2024, applies Urban Growth Zone Schedule 8 and Development Contributions Plan Overlay Schedule 11 under the Wyndham West Development Contributions Plan. The Manor Lakes Precinct Structure Plan, gazetted on 28 June 2012 under Amendment C154, applies Urban Growth Zone Schedule 3 and Development Contributions Plan Overlay Schedule 10. Which one covers a lot is an address question, not a suburb question, so read the planning certificate.
The levy the home builder pays
Both contributions plans put the development infrastructure levy on the developer at subdivision and the community infrastructure levy on whoever applies for the building approval. On a vacant titled lot or a split land-and-build contract that is the buyer. Confirm in writing what has been paid, what is outstanding and which plan the figure was calculated under, because the two plans are indexed separately.
Flood extents the overlays have not caught
Council's 2018 Wyndham Flood Management Plan names riverine flooding at Lollypop Creek as a hotspot, records floods in 1973, 1983, 2004 and 2011, and found flood overlays covering 0.4% of the municipality against a modelled one per cent extent of 5.6%, with unmapped extents inside residential zones. A municipal remapping closed engagement in August 2024 and is to be brought into the scheme by a future amendment. A clean planning certificate today says nothing about that amendment, so consider a Melbourne Water flood level certificate.
Quarry and conservation interfaces
Urban Growth Zone Schedule 3 requires a referral and a risk assessment for sensitive uses within 500 metres of the Barro Group quarry, along with kangaroo management plans across the precinct. The Ballan Road precinct plan requires dwellings within 60 metres of conservation land, including the Werribee River growling grass frog corridor, to meet enhanced construction standards. Neither is a statement about a particular title, and both are reasons to check where the lot sits on the precinct plan.
Design panels, unregistered plans and sunset dates
Manor Lakes requires its Design Review Panel to approve house plans before building approval, with the guidelines coming through the contract of sale. Jubilee is still selling stages and has a private aquatic centre and gym, the kind of facility usually funded by an owners corporation. On an unregistered lot, check the sunset date, the registration estimate, the termination rights and whether any owners corporation covers the land.

Which council is Wyndham Vale in?
Wyndham City Council. The suburb sits wholly in the City of Wyndham and the Wyndham Planning Scheme. Note that Manor Lakes was gazetted as a separate suburb on 17 March 2016, so older contracts, school names and estate marketing still say Wyndham Vale for land now addressed as Manor Lakes.
Does Wyndham Vale flood?
Parts of it can. Lollypop Creek and the Werribee River flooded in 1973, 1983, 2004 and 2011, and council's 2018 flood management plan found modelled flood extents inside residential zones that the planning overlays do not cover. Melbourne Water and council are remapping the municipality, with new overlays to follow by amendment. Check the planning certificate and ask Melbourne Water for a property flood level certificate.
Do I pay GAIC when I buy a house in Wyndham Vale?
Usually not. Wyndham is one of the seven Growth Areas Infrastructure Contribution municipalities, but the contribution area is land brought inside the urban growth boundary from 2005 and zoned Urban Growth Zone, and ordinary house lots are generally excluded. A recording can still sit on a parent title and the Section 32 must carry a GAIC warning, so check the title search and any State Revenue Office certificate.
