About Greenvale

Mickleham Road and Somerton Road are the main routes, with Hillview Road, Brodies Road, Woodlands Drive and Lysterfield Drive serving the estates and Greenvale Village providing the local shopping. There is no railway station: bus routes 484 and 543 connect to Roxburgh Park and Broadmeadows, which are the nearest. Greenvale Reservoir, a Melbourne Water off-stream storage completed in 1971 holding about 26,839 megalitres across a 174 hectare surface, sits on the northern side with no public access to the protected catchment, and Parks Victoria manages the adjoining Greenvale Reservoir Park. Woodlands Historic Park abuts the suburb, and Woodlands Homestead on Woodlands Drive, with an 1843 prefabricated timber wing, is on the Victorian Heritage Register. Yuroke Creek runs through the northern precinct.

What the market here means for your contract

At the 2021 Census, 96.8% of Greenvale's occupied dwellings were separate houses and 3.0% were semi-detached or townhouses. No flats or apartments were recorded. The population was 21,274 across 6,766 private dwellings, with a median age of 35 and an average household size of 3.2 against the Victorian average of 2.5.

The practical effect is a market with almost no strata stock and two quite different title types. An established lot off Somerton Road or Woodlands Drive yields no precinct plan, no levy and no estate covenant. A lot in one of the four precinct areas yields an Urban Growth Zone schedule, a contributions plan, often a section 173 agreement, and an estate design committee.

Four precinct plans, and the newest is a year old

Greenvale North R1 and Greenvale West R3 were gazetted on 10 February 2011 under Amendments C119 and C121. Greenvale Central followed in December 2013 under Amendment C154 and is implemented through Urban Growth Zone Schedule 6. Greenvale North Part 2, about 33 hectares at 30 to 98 Lysterfield Drive for roughly 335 dwellings, was gazetted on 23 September 2025 with its own infrastructure contributions plan under Amendment C280hume. The established core sits outside all four. The planning certificate is what tells you which regime applies.

The levy the buyer who builds pays

Under the Greenvale North R1 development contributions plan the development infrastructure levy is collected at subdivision, no more than 21 days before the statement of compliance, but the community infrastructure levy falls due before the building permit issues and is capped per dwelling. Hume collects both. Greenvale Central has its own contributions plan and Greenvale North Part 2 uses a standard infrastructure contributions plan. On a house-and-land purchase the community levy is a post-settlement cost, so confirm what has been paid and what has not.

Reservoir protection works as a condition precedent

The Greenvale North Part 2 precinct plan requires Melbourne Water to complete reservoir protection works, a bund with 600 millimetres of freeboard above an extreme flood level, before any works commence in the precinct. For a buyer of an unregistered lot that is a staging risk sitting outside the developer's control. Read the sunset date, the registration estimate and the termination rights in the contract rather than the sales timeline.

Aircraft noise can be an obligation on the title

Urban Growth Zone Schedule 6 requires a section 173 agreement over 565 Mickleham Road providing for disclosure on all land titles of aircraft noise implications. Separately, Hume is one of six councils where the Melbourne Airport Environs Overlay in Clause 45.08 can apply, requiring new buildings to meet the AS 2021 noise standard where a permit is needed. Whether that overlay reaches any Greenvale land is an address question, and the Part 2 precinct plan places that precinct outside the modelled noise contours. Check the title for an agreement and the certificate for an overlay, and do not reason from the suburb.

Creek corridor and site assessment obligations

Land within 200 metres of Yuroke Creek is Aboriginal cultural heritage sensitive, which brings cultural heritage management plan duties into any development. Urban Growth Zone Schedule 6 also requires environmental site assessments for properties in its assessment categories, compensatory habitat payments for threatened species, native vegetation offsets and land transfer to council at no cost. Estate guidelines sit on top of that: Grandeur Greenvale's May 2021 guidelines require design review committee approval, front landscaping within six months of the occupancy certificate and prescribed driveway finishes, with the registration mechanism to be read off the title.

Common questions

Which council is Greenvale in?

Hume City Council. Rates, planning permits and the planning certificate all come from Hume under the Hume Planning Scheme. The Victorian Planning Authority publishes the four precinct structure plans covering the newer parts of the suburb: Greenvale North R1, Greenvale West R3, Greenvale Central and Greenvale North Part 2.

Does Greenvale have a train station?

No. Greenvale has bus services only, with routes 484 and 543 running to Roxburgh Park and Broadmeadows, which are the nearest stations. None of the four precinct structure plans commits to a station in the suburb, so factor the bus and car dependence into a purchase rather than a future line.

Does GAIC apply when I buy a house in Greenvale?

It can on precinct land, and not in the established core. Hume is one of the seven Growth Areas Infrastructure Contribution municipalities under Part 9B of the Planning and Environment Act 1987, but being in Greenvale is not the same as being in the contribution area. On a titled estate lot the developer has usually dealt with it at subdivision. Check the title search for a recording and ask for the State Revenue Office certificate.
