About Donnybrook
Donnybrook Road is the spine, running east from Mickleham Road to Epping Road at Woodstock and crossing both the Melbourne to Sydney railway and the Hume Freeway. Donnybrook station on that railway opened in 1872 and was rebuilt with about 150 extra car spaces in April 2020, served by V/Line trains on the Seymour line, and a boom-gate level crossing remains at Donnybrook Road. Donnybrook Primary School opened at 145 Olivine Boulevard in 2023 with a kindergarten co-located. Merri Creek and Kalkallo Creek run through the area inside the marram baba Merri Creek Regional Parklands. There is no completed shopping centre yet; the precinct plan provides for five local town centres and two convenience centres.
What the market here means for your contract
At the 2021 Census, Donnybrook had 2,100 residents and 621 occupied private dwellings, of which 98.4% were separate houses and 1.6% were townhouses. No flats or apartments were recorded and the median age was 30. The precinct plan provides for more than 16,400 houses on about 1,786 hectares.
The practical effect is that the census is a snapshot of Donnybrook before the estates, and almost every contract today is for new estate land in Olivine, Katalia, Kinbrook or Peppercorn Hill. The Section 32 work is the precinct plan and its levy, the restriction or agreement registered on the plan of subdivision, the conservation obligations along the creeks, and whether the plan is registered at all.

Which side of Donnybrook Road
Land north of Donnybrook Road sits in the Donnybrook-Woodstock Precinct Structure Plan, gazetted in November 2017 under Amendment GC28, which applies Urban Growth Zone Schedule 6 in the Whittlesea scheme across about 1,786 hectares. South and west of it, the English Street precinct was rezoned to Urban Growth Zone Schedule 4 by Amendment C183, gazetted on 18 February 2016. The planning certificate names which one applies, and the levy, the timing and the payer all follow from that.
Two contribution regimes in one suburb
The Donnybrook-Woodstock Infrastructure Contributions Plan sits in Infrastructure Contributions Overlay Schedule 1 under Clause 45.11, first gazetted by Amendment GC102 on 20 November 2020 and superseded by GC198 on 26 May 2022. Its levy is due within 21 days before the statement of compliance, or before the building permit where there is development without subdivision. The English Street precinct instead sits under Development Contributions Plan Overlay Schedule 15, with a community infrastructure levy per dwelling payable at building permit. Both index annually, so confirm the current figure and who owes it.
Conservation areas that come with obligations
The precinct plan sets aside a conservation network of about 394 hectares along Merri and Kalkallo Creeks for growling grass frog habitat. Urban Growth Zone Schedule 6 requires a land management cooperative agreement with the department before subdivision is completed over conservation land, compliance with the state salvage and translocation protocol, and protective fencing around native vegetation. A lot backing a creek reserve can carry a section 173 agreement, fencing duties and a no-build buffer that run with the land. Read the agreement itself, not a summary of it.
Build deadlines that start at settlement
Olivine requires construction to start within 12 months of settlement and to finish within 12 months of starting, with landscaping within six months of the certificate of occupancy and design review panel approval before the building surveyor. Kinbrook requires a start within 12 months of settlement and completion within 24. Both prescribe external materials, driveway finishes and fencing. A buyer planning to hold a titled lot, or whose builder is slow, can be in breach of an enforceable obligation. Whether it sits on the title as a covenant, a memorandum of common provisions or a section 173 agreement has to be read off the plan and the title.
Recycled water, and a flood map being rebuilt
Yarra Valley Water has built drinking water, recycled water and sewer mains into Donnybrook estates including Olivine, so a dual-reticulated property carries a separate recycled water service and charge to adjust at settlement. Separately, Melbourne Water and the City of Whittlesea are remodelling the municipality's flood mapping, with draft models due late 2026 and a planning scheme amendment to follow at a date still to be announced. A lot near Merri or Kalkallo Creek can acquire a flood control it does not have today.

Common questions
Which council is Donnybrook in?
The City of Whittlesea. Council's own locality list places Donnybrook in its rural north group with no split recorded, unlike neighbouring Beveridge, which it records as split with the Shire of Mitchell. The Donnybrook-Woodstock precinct structure plan does cross into Mitchell Shire north of Merri Creek, but that land is not in the Donnybrook locality, so the precinct boundary should not be read as a council boundary.
Do I have to build within a set time if I buy land in Donnybrook?
Usually yes, and the deadline comes from the estate rather than the council. At Olivine construction must start within 12 months of settlement and finish within 12 months of starting; at Kinbrook it must start within 12 months and finish within 24. Both require the developer's design panel to approve the house before a building permit is sought. The terms vary by estate and by stage, so they have to be read off the contract, the plan of subdivision and the title.
Does Donnybrook have a train station?
Yes. Donnybrook station sits on the Melbourne to Sydney railway and is served by V/Line trains on the Seymour line. It opened in 1872 and was rebuilt with about 150 extra car spaces in April 2020. The Donnybrook Road level crossing beside it still has boom barriers. Removing it is one proposal within the Donnybrook Road Upgrade, which remained at the planning stage, so there is no approval or completion date to rely on.
