About Epping

High Street and Cooper Street are the commercial spines, with Epping Road, O'Herns Road, Harvest Home Road and Childs Road carrying the rest. Epping station on the Mernda line was the terminus until 2012, and the line reached Mernda in August 2018. Pacific Epping, which opened as Epping Plaza in 1996, sits about 500 metres from the station. The Northern Hospital on Cooper Street has completed its stage two expansion, and the Northern Private Hospital opened on the Epping Renewal Site in early 2024. The Melbourne wholesale fruit, vegetable and flower market opened on a 130 hectare Cooper Street site in August 2015. Darebin Creek runs past Whittlesea Park, Edgars Creek runs north to south through Aurora, and Merri Creek marks the western edge.

What the market here means for your contract

At the 2021 Census, 81.2% of Epping's occupied dwellings were separate houses, 17.0% were townhouses and 1.8% were flats or apartments, across 11,923 dwellings. The population was 33,489 with a median age of 35. Council divides the suburb roughly 80% Epping and 20% Epping North.

The practical effect is that one suburb produces two unrelated Section 32s. South of Cooper Street you are reading an established title inside a newly rezoned activity centre. North of it you are reading a memorandum of common provisions, a development contributions overlay and a second water service.

The activity centre rezoning of April 2025

Amendment GC252, gazetted on 11 April 2025, introduced the Housing Choice and Transport Zone and a Built Form Overlay across the first ten activity centres including Epping, alongside changes to the Activity Centre Zone. The draft Epping activity centre plan works to a catchment generally within about 800 metres of the edge of the non-residential areas, targeting 9,800 to 13,900 new dwellings by 2051 with three to six storeys inside that catchment. For a vendor or a buyer south of Cooper Street this changes both what the planning certificate shows and what the neighbours may build. Check the certificate and the overlay maps for the specific address.

The levy that lands at building permit

In the Epping North East precinct the development infrastructure levy is due no later than the statement of compliance, but the community infrastructure levy is payable per dwelling before the building permit issues, indexed from a 2007 base. The Aurora land sits under its own development contributions overlay covering the Epping North local structure plan area. On a vacant lot or a split land-and-build contract the community levy can be the buyer's cost, so confirm what has been paid and by whom.

Aurora's memorandum of common provisions and its build clock

Aurora's home design guidelines are enforced by a memorandum of common provisions registered against all lots other than group housing, with developer design approval and a compliance bond before a building permit, construction to start within 18 months of settlement and to finish within 30, front fences capped at 1.2 metres, driveway width limits and a minimum proportion of soft landscaping. A resale buyer of a titled lot inherits the timetable, so check when settlement occurred and how much of it has run.

Purple pipe as a second service

Yarra Valley Water lists Aurora and Epping North East as mandated recycled water areas, and Aurora's guidelines require plumbing for toilet flushing and garden watering through purple pipes. That means a Class A recycled water service and a separate charge alongside the potable supply, both of which have to be identified and adjusted at settlement. It also constrains later plumbing work, so it belongs in any renovation budget.

Cooper Street landfill, quarry and market buffers

Council's own Cooper Street West position paper records former and current quarrying and landfill operations, cites Environment Protection Authority buffers of 500 metres for putrescible landfill, 200 metres for inert landfill and 250 to 500 metres for quarries, and notes that landfill gas remains a risk for at least 30 years after closure, with work authorities still active. The wholesale market on the same corridor trades from very early morning. For lots near Cooper Street or O'Herns Road, check those buffers and any Environmental Audit Overlay on former fill.

Which council is Epping in?

The City of Whittlesea. Epping sits wholly in the City of Whittlesea and the Whittlesea Planning Scheme, and council's own place snapshot divides it into Epping, about 80% of the suburb, and Epping North, about 20% along with part of Wollert. The two parts sit under different planning frameworks even though they share postcode 3076.

Who supplies water to Epping?

Yarra Valley Water supplies water and sewerage. In Aurora and Epping North East, which Yarra Valley Water lists as mandated recycled water areas, properties also receive Class A recycled water through a third purple pipe, which is a separate service with its own charge to adjust at settlement. Confirm the position for the specific address before settlement adjustments are calculated.

Is there a tip near Epping?

Cooper Street West contains former and current landfill and quarrying operations, and council's position paper on the area applies Environment Protection Authority buffer distances of 500 metres for putrescible landfill, 200 metres for inert landfill and 250 to 500 metres for quarries, noting that landfill gas remains a risk for at least 30 years after a landfill closes.
