Prahran is an apartment market. At the 2021 Census, 59.5% of occupied homes were flats or apartments, and units change hands far more often than houses do. It shares postcode 3181 with Windsor, which is a separate suburb with its own controls.

About Prahran
Chapel Street between Commercial Road and Windsor is the spine, crossed by the Greville Street village and the Prahran Market on Commercial Road, with the Prahran Town Hall and Prahran Square close by. Prahran and Windsor stations sit on the Sandringham line and trams 6, 72 and 78 run the grid. High Street heading toward Armadale is the furniture and design strip.
What the market here means for your contract
The 2021 Census recorded 59.5% flats or apartments, 21.6% semi-detached, row or terrace houses and townhouses, and 18.3% separate houses. Most Prahran transactions are therefore owners corporation transactions, and the corporation's records carry more financial risk than the title does.
The apartment stock splits in two. Older walk-up blocks bring ageing common property, absent maintenance plans and deferred rectification. Newer Chapel Street and Forrest Hill buildings bring cladding, defect and mixed-use cost allocation questions instead.

Interim heritage controls are in play
Amendment C331ston implements the Prahran and Windsor Heritage Review and proposes new individual heritage places and new precincts, including at High Street, Ellesmere Road, Lalbert Crescent, Leila Street, Stawell Street and Darling Road, plus extensions to existing precincts. It was exhibited from 18 June to 20 July 2026, with a directions hearing listed for the week of 2 November 2026 and a panel hearing across the weeks of 2 and 7 to 11 December 2026. Amendment C330ston applied interim protection to the identified properties in the meantime, and interim controls bite immediately on demolition and external works. Check the current scheme and the council's amendment page on the day of your report.
Owners corporation records do the heavy lifting
Ask for the owners corporation certificate and its attachments, two to three years of financial statements, general and committee meeting minutes, the maintenance plan and fund balance, and the insurance schedule. In an older walk-up, look for concrete and balcony rectification, roofing, re-piping and any special levy struck or foreshadowed. In a newer tower, add combustible cladding, defect rectification and how costs are shared between residential, retail and car parking lots. Read these before your cooling-off period ends, not after.
Activity centre heights on High Street
The Prahran activity centre plan published by Planning Victoria in July 2026 sets heights of 12 to 16 storeys on large lots along High Street and Porter Street near the rail corridor, and 8 storeys on the High Street fringes transitioning to residential areas. Solar access protections apply to Greville Street and to the south side of east-west streets under the Activity Centre Zone. If you are buying a terrace behind High Street, the question is what can be built over the back fence and whether you would have a right to object. Get the Activity Centre Zone schedule, not just the zone name.
Short-stay letting has two separate hurdles
Victoria's short stay levy commenced on 1 January 2025 and applies to short-stay accommodation bookings. Independently of the levy, an owners corporation can make rules restricting or prohibiting short stays in the building. Prahran and Windsor carry a high concentration of short-stay apartments, so if your feasibility depends on that income, confirm the levy position and read the owners corporation rules before you sign.
Which flood schedule applies
Amendment C221, approved by the Minister in June 2019, remapped Stonnington's flood overlays and split them into Special Building Overlay Schedule 1 for Melbourne Water main drainage, Schedule 2 for council local drainage, and Land Subject to Inundation Overlay Schedule 1 for waterway flooding. The schedule determines the referral authority and therefore the permit timeline for basements, garages and rear additions on Prahran's tight lots. Resolve it before you commit to a renovation budget.
