About Moonee Ponds
Puckle Street is the shopping strip, running from Moonee Ponds Junction east to the station on the Craigieburn line. Mount Alexander Road carries the tram, and the Clocktower Centre, the old Essendon Town Hall, sits on the junction. Queens Park is the main open space, the Moonee Valley Racecourse takes up a large site within the suburb, and the Moonee Ponds Creek Trail runs the eastern edge.

At the 2021 Census, 44.7% of Moonee Ponds' occupied dwellings were separate houses, 15.7% were semi-detached, row or terrace houses and townhouses, and 39.3% were flats or apartments. The apartment share is more than three times the Victorian figure of 12.1%.
Much of that apartment stock was built under the Activity Centre Zone. For those purchases the owners corporation certificate, the maintenance fund, any special levy and the combustible cladding rectification status are the core of the review. For the detached housing, heritage and neighbourhood character controls do the work instead.

Amendment C100 applied the Activity Centre Zone to the Moonee Ponds Activity Centre and was gazetted on 30 March 2015, with Amendment C155 rezoning the western section to Activity Centre Zone Precinct 9 on the same date. Inside the zone, precinct-specific mandatory and discretionary controls apply instead of ordinary residential provisions. Identify which precinct the property sits in, not just the zone, before you form a view on what can be built.
The racecourse redevelopment is staged
Amendment C120 was gazetted on 25 September 2014 and introduced a Comprehensive Development Zone, a Mixed Use Zone and Design and Development Overlay Schedule 12 across the racecourse site, with Amendment C124 applying Heritage Overlay HO379 the same day. Council approved the master plan in October 2021, with further approvals in 2023 and September 2025. If you are buying in or near the site, confirm which stage a lot belongs to and what is still to be built beside it.
Heritage controls widened in December 2021
Moonee Valley Amendment C200moon came into effect on 10 December 2021 and applied the Heritage Overlay to 57 heritage places, nine extended precincts, 17 new precincts and one serial listing, with Moonee Ponds among the most affected suburbs. Interim controls were replaced with permanent protection. If a property's heritage position was last checked before that date, check it again.
Neighbourhood character on specific streets
Moonee Valley applies a Neighbourhood Character Overlay to particular highly intact streets, introduced through Amendments C128 and C136 following the 2012 Neighbourhood Character Study. Dean Street, Moonee Ponds is one of them. It is a separate control to heritage, and it catches buyers who scanned the certificate for a heritage overlay and stopped there.
Moonee Ponds Creek flooding
Land Subject to Inundation and Special Building Overlay controls were updated through Amendment C151, approved in July 2016, and the Moonee Ponds Creek is the main driver in this suburb. A flood control triggers a planning permit and a referral for buildings and works, and affects insurance availability and premiums. Check the planning certificate for the specific title.
