Ivanhoe sits on a ridge and falls away sharply to the Yarra. That topography is the reason so many Ivanhoe purchases turn on planning controls rather than on the building itself. Landscape, vegetation and river corridor controls apply along the escarpment, and heritage precincts have been recommended over several of the older residential streets near the activity centre. 

Prepared checks the planning certificate and the title together, so the constraints on a site are clear before you commit. On a sloping Ivanhoe block, the difference between the land you buy and the land you can build on can be substantial.

About Ivanhoe

Upper Heidelberg Road is the shopping strip, running down from Ivanhoe station on the Hurstbridge line past the 1920s Ivanhoe Town Hall, with Ivanhoe Grammar at the northern end. East and south the land drops to the Yarra flats, with Ivanhoe Park, Darebin Parklands and the Main Yarra Trail below. Ivanhoe East around The Boulevard is well known locally for its Christmas lights. 

What the market here means for your contract

At the 2021 Census, 52.8% of occupied private dwellings in Ivanhoe were separate houses, 24.6% were flats or apartments, and 22.2% were townhouses or semi-detached. That is an unusually even three-way split, produced by sustained apartment development around the activity centre alongside a large retained detached stock.

It also means the right due diligence depends entirely on which of the three you are buying. The checks for a period house on the ridge and for a new apartment on Upper Heidelberg Road have very little in common.

River corridor controls on the escarpment

Banyule is one of the councils carrying both the Birrarung provision at clause 51.06 and river corridor overlays, along with the Birrarung-Bolin Precinct policy at clause 11.03-6R shared with Manningham. Where these apply, a permit can be required for buildings, for fences, and for removing or lopping vegetation within 30 metres of the river, with setback and overshadowing controls on top. A renovator's opportunity on the escarpment may be considerably less flexible than it looks. 

Steep sites, erosion and geotechnical cost

The land falls sharply from the ridge to the Yarra flats. Landscape and erosion controls, along with geotechnical requirements, are commonly encountered on these sites and add both cost and permit risk to a rebuild. Confirm what applies on the planning certificate before you budget a build on a sloping block. 

Heritage precincts around the activity centre

Banyule's heritage study for the Ivanhoe Activity Centre recommended heritage protection for a precinct in Kenilworth Parade, a precinct taking in parts of Toora, Young and Linton Streets, and the former Darebin Post Office on Heidelberg Road. If you are buying a Federation, Edwardian or interwar house in those streets, assume demolition may be controlled and check the current planning certificate. 

Flood and inundation on the low-lying land

The low-lying land near the Yarra and Darebin Creek is where flood-related planning controls are typically found. Where they apply they can impose minimum floor levels on new construction and affect insurance and lending. Ask for a current property information certificate rather than relying on an earlier one, because flood mapping is periodically updated. 

Apartments near Upper Heidelberg Road

Nearly a quarter of Ivanhoe's dwellings are apartments, much of it built around the activity centre in the last fifteen years. Read the section 151 owners corporation certificate for special levies, the maintenance fund and plan, defect claims, and any building notice or order. Cladding rectification remains a live issue on buildings of that vintage.
