About Carlton
Lygon Street carries the Little Italy restaurant strip; Drummond, Rathdowne and Canning Streets carry the terraces. Carlton Gardens and the Royal Exhibition Building sit on the eastern edge, the University of Melbourne and RMIT press in from the south and west, and five garden squares break up the grid at Carlton Gardens, University, Lincoln, Argyle Place and MacArthur Place. The former Carlton & United Brewery site on Swanston Street has been redeveloping for years.
What the market here means for your contract
At the 2021 Census, 80.7% of occupied private dwellings in Carlton were flats or apartments, 17.1% were semi-detached, row or terrace houses and townhouses, and 1.3% were separate houses. That terrace share is what separates Carlton from the CBD next door.
Carlton also has the highest rental proportion of the inner-city suburbs, at 72.3%. Vacant possession is the exception here. If you are buying with a tenant in place, the lease terms and notice provisions matter as much as the building report.

Heritage Overlay across the terrace grid
Much of Carlton's Victorian residential grid sits within the HO1 Carlton heritage precinct. Where the overlay applies, a planning permit is needed for demolition and external alterations, and often for fencing and front garden works. Check the planning certificate, then check whether earlier works were done with a permit. The consequences of unapproved works follow the land to you.
Small student apartments and lender limits
Carlton's apartment stock includes a large number of compact one-bedroom and studio dwellings built for the university market. Lenders commonly restrict or refuse finance on dwellings under 50 square metres, and resale can be slow. Confirm the internal area from the plan of subdivision, and read the owners corporation rules for occupancy limits or mandatory letting arrangements before you sign.
World Heritage buffer zone near Carlton Gardens
The Royal Exhibition Building and Carlton Gardens are a World Heritage property, and a World Heritage Environs Area buffer zone surrounds them. Mandatory building height requirements apply in that buffer zone, given effect in the Melbourne Planning Scheme by Amendment VC251. If you are buying near the Gardens with extension or development plans, the height controls constrain what is possible in a way the zone alone does not show.
Buying with a tenant already in place
With 72.3% of Carlton dwellings rented at the 2021 Census, most investment stock changes hands tenanted. Confirm whether a fixed term runs past settlement, because that binds you. Check the rent, the bond and its transfer, the condition report and the notice provisions under the Residential Tenancies Act before you commit to a settlement date.
Flood overlay in the Elizabeth Street catchment
Amendment C384melb, gazetted on 13 December 2024, introduced updated Special Building Overlay and Land Subject to Inundation Overlay schedules across City of Melbourne catchments, including the Elizabeth Street catchment that drains through western Carlton. Land that showed clear on an older search may now show an overlay. Where it applies, buildings and works need a permit and a Melbourne Water referral, and insurers may price the risk differently.

Common questions
Can I renovate a Victorian terrace in Carlton?
Usually yes, but you will most likely need a planning permit as well as a building permit. Much of Carlton's terrace grid falls within the HO1 Carlton heritage precinct, where demolition and external alterations require council approval. Rear extensions are often achievable; changes to the street-facing facade are much harder. Check the planning certificate and get planning advice before you bid, not after.
Why are some Carlton apartments so much cheaper than others?
Because Carlton has two very different kinds of apartment. A large part of the stock is compact student-oriented studios and one-bedroom dwellings, often under 50 square metres, which many lenders will not finance at standard loan-to-value ratios and which resell into a thin market. Larger apartments and converted terraces behave quite differently. Confirm the internal area on the plan of subdivision before you assume finance.
Does Carlton have flooding problems?
Parts of western Carlton sit in the Elizabeth Street catchment, a filled watercourse with a documented history of flash flooding. Amendment C384melb, gazetted 13 December 2024, updated the Special Building Overlay and Land Subject to Inundation Overlay schedules across City of Melbourne catchments. Whether a particular property is affected is a title-by-title question, so check the planning certificate in the Section 32.
